I’ve grown quite fond of using artists gesso as a primer on both plastic and metal figures. I use the Liquitex brand. It’s available in white, black or grey. I suggest letting the gesso dry at least 24 hours before painting. I then paint with a variety of the craft store type acrylics.

You should be OK putting enamels over acrylic. However, I’ve had problems putting acrylic over enamel. Enamels will ‘outgas’ for months after application. Acrylics form a air-tight barrier over the enamels and the outgassing can cause blistering. Not in every case, but I have seen it.
