We played Hell and Uncivil Disorder in 15mm and 20mm because they were the figures we had. A ‘unit’ is a group of perhaps 10 figures which sort of represents a squad, but we also played it in 6mm where a unit was a group of about 10 bases. The bases were platoons and so the unit was a battalion

For the first game of so, I recommend that you have six or so units a side, just until you get to know them. The first of the scenarios in with the rules is six or seven ‘units’ a side which is a sensible size to learn the game but once you know it, your games can get a lot bigger
There is also a campaign included which I found produced intriguing games of all sorts of size.
The NGOs (non governmental organisations) are unarmed and have no troops but if in trouble can call in intervention forces.
But you have to be careful about what the media see.
There’s even a ‘currency’ to allow you to bribe your way across checkpoints 🙂
