Black Hat, I am aware of the whole how do you measure a figure debate but in this case 25mm ended at the figures shoulders when measured from the top of the base (bottom of its feet). So to my mind at least unambiguously not 25mm by any reasonable definition. Which, to be fair, is a shame because they are lovely models.
