Good grief man, that’s a tough one: a non NATO/WarPac superpower backed client state (only China is left, right?  And even that’s sort of hopeful in 1967.  Maybe a regional power?), and a somewhat benign, Western-backed dictatorship?  I could do that, but in Central/Eastern Europe?

For the latter, how about:
Bossanova, a (very) small breakaway state from Yugoslavia, Bulgaria, or Romania.  The breakaway was due to a Muslim population in a sea of atheists (communists) and Orthodox Catholics (closeted communists) under the thumb of the USSR.  The United States immediately backs them as the sole non-WarPac aligned nation in the Balkans.  They have a relatively small military, not particularly well trained (though this is being remedied by Western ‘advisors’), but with pretty new gear, courtesy of their former membership in the Warsaw Pact (lots of T-62s an BTRs, MiG-15s).  Uniforms are WarPac.

For the former, how about:
Constinaprore, a small island nation that, due to its small size, has been ignored by the USSR, and, due to its proximity to the USSR, is not willing to court the attention of any NATO powers for fear of drawing the wrath of the USSR.  So they are an ally of a regional pariah (someone reasonably strong militarily, but disdained by the bulk of the world; think Israel, apartheid South Africa, Khaddaffi’s Libya, Sueharto’s Indonesia, etc…  I know not all of these are relevant to 1967, so someone come up with one.) which provides them military hardware.  They have a relatively large military, not particularly well trained (though they have advisors from the pariah state, the quality of said advisors is somewhat uneven), but with boatloads of WWII equipment (Shermans, halftracks, M36 TDs, Corsairs, landing ships with LSTs and amtracks).  Uniforms are US WW2.

Predication:  Apparently Bossanova is an island, or more likely a peninsula or coastal nation on the Adriatic, Aegean, or Black Sea.  Constinaprore had a great economic relationship with Bossanova’s parent country, which allowed for thriving import and export of goods and services, but Bossanova’s secession from its parent leaves Constinaprore without an avenue for commerce.  Or Bossanova’s parent country satisfied Constinaprore’s fresh water/POL needs, but Bossanova, for religious reasons (scratch that, let’s break the stereotype: for economic reasons.  Bossanova must now rely on itself for its needs and can’t afford to export its water/POL), is unwilling to continue that relationship.

Try that out.
