Most games, 3 to 1 means the defenders just get flattened (which is of course the point of having those odds to begin with 🙂 )

 Historically,  defenders subject to such odds would refuse to stand, unless believing themselves possible equal in numbers or better in quality, or fighting on “damned good ground”, and finally, having a possible subterfuge or stratagem or two in their quiver with the goal of obtaining surprise or nullify the attackers numbers, at least in a sector. Sadly, wargaming players with omniscience of terrain, OoB, and absolute command control rarely find themselves in such tactical puzzles.

Designers of scenarios are often to quick to just throw out a symmetrical game without even thinking about coming up with interesting, alternative victory conditions more suited for winning a game (even if it is still a historical waxing) for a lesser force.
