It really depends on what you want to run, your space, and what the rules can take.

 

The GHQ and Wargames Journal 1/2400 are just works of art, but massive! If your are doing Coronel, Falklands, or some of the Black Sea actions (or maybe the what-if Ottoman Greek Naval War of 1915) that is fine!  Fleet Action Imminent works well at these scales.

But if you are going for larger battles, you will need smaller scales and simpler rules.

The Avalanche Great War at Sea series can be an excellent source for generating scenarios, both historical and what ifs. But it is a rabbit hole!
