I don’t really do skirmish games,, but back in the day we’d do small battles between rifle sections in 54mm. So ten figures a side.

Ive done some pretty small naval games with just a couple of ships per side.

The very smallest would be the “duel” scenario in AHGCs Tobruk. One Pz IIIJ vs one Grant. As both vehicles struggle to penetrate the other frontally,, it takes longer than you’d think.
