Yes Andrew it is a matter of viscosity, depending upon many factors, and care ‘cooking’ the mix. Its not porridge, dont start it on the heat and then walk away FFS!

Its been 100 years since I last did it, but wallpaper repair it certainly was when you dont want to spend any money on other chemicals. Is it worth the effort?, perhaps for building short flat/ cardboard/ poly hills etc.

Cardboard is made with formaldehyde as an anti-fungal as well, so has some inherent resistance plus whatever pasticiser water treatment may be used for ‘serious’ packaging, like technical and tvs…
