If he wants a nice game without much relevance to warfare beyond using models shaped like soldiers, tanks etc

  I think this is where he started, an excuse to use some of his neater toys.  But, he has been thinking about all of this now and really likes the idea of the idea of the defenders having to protect the civies as much as possible as this can create interesting withdrawals, delaying actions and the like and not just the rote “I smash my army into your army” meat grinder type game.  He’s hoping for a valiant forlorn hope type last stand from a unit while some civies escape.  We will see where this leads…

Suffice it to say there are ways of doing it that can keep gamers’ consciences clear.

I wonder if they should remain clear, though.  I mean, I know we play games for fun but also because there are decisions to be made and some of those decisions can be very hard indeed.  Laying down an artillery stonk that can delay an enemy advance but that would also fall on a large group of friendly civilians trying to make their way out of the combat zone should be a major dilemma (though morally I think that someone on the scene would be effected more than a General far away from the front), IMO.

As above, I admit that I like the quandaries dealing with this sort of thing brings and try to include rules for such instance whenever possible.
