Most of the WFB 3rd Edition battles take place in open areas, not forests. The Wood Elves, using chariots in the open areas, are clearly the aggressors in most of their battles, regardless of what their opponents think. Clearly, the Wood Elves are highly aggressive sorts, with regular forays out of their woodland homes to wreak havoc on the other kindreds.
