Assuming similar armament (i.e. Pz IV/StuG), the difference is probably more in command friction than mechanical capability.  A turreted tank unit may be marginally more effective in a relatively short-ranged engagement, especially against other armored vehicles, while assault guns may be better trained in coordination with the infantry they are there to support.

For your rules, a -1 (or equivalent) to the assault gun’s combat value at 0 or 0-1 hexes would give turreted tanks a small margin of superiority, but for the infantry commanders who otherwise wouldn’t have any armor support they will be just as effective.
