Like others, I don’t see a hard line of distinction and I don’t worry much about it. But, in casual conversation, I’ll usually refer to something as a boardgame if all the components I need to play come packaged in one box (or envelope or baggie or zipfile for DTP) and I can put them on the table and play with relatively little assembly and no painting, whereas I’ll call something a miniatures game if I’ve bought or otherwise acquired a rule book, and must then collect counters and/or miniatures, maps and/or terrain, measuring devices, etc. myself, and finish them by assembling and/or painting them before I can play a game. Yes, there are examples that blur these definitions, and I don’t care very much if they blur.
