You might draw up player cards to represent different outfits. Some might have more agressive command level staff, some might have better ground crews or their airfields might be harder pressed by enemy raids. The idea would be to have a balanced pool of modifiers a player can to use as and when they choose to mitigate hazards and succeed in the mission.

Say a dozen points per card spread across various factors, crew skill, ground crew quality, command competance, mission intelligence, pilot skill… Whatever fits the game.

You could base them on some big reputation bomber squadrons for players to choose from. It’d take a bit of research though to make it really fluffy.
