Donald, I know Fantasy is not your thing, but you might see if you can sniff out a copy of the Lord of the Rings Strategy Battle Game (in any of its iterations – The Hobbit version is likely the easiest to find these days). It is a very strong set that actually can handle all sorts of historical, pre-gunpowder conflicts quite elegantly, and it tweaks easily. And yes, it uses a form of saving throw (actually a roll to pierce armour, with further nuances if the figure is a leader or champion). Well worth a look if only for inspiration.
