I’ve just stumbled over this on-line random map generator by Azgaar.

You can zoom in a lot:

The shields in the last pic are generated by a version of his Armoria software that can be run in a web browser here

Note my anti-spam Safari throws a JavaScript error but the default Chrome install ran fine on my Mac.

Oh, that seems a fantastic resource! You could then flesh out the countries by using Jim Webster’s Hellfire Campaigns.
