I had a copy of these rules 20 years ago, downloaded from (what was that site called in the 90’s you could get back issues of MWAN, Nugget, etc?)
Of course now that I want to try something similar, they are looooong gone.
The concept of EDNA (ever decreasing number allocation, see: http://wargamingmiscellany.blogspot.com/2020/01/edna-and-scrud.html) is something I want to fiddle with. anyone know where I can get a copy of these or any EDNA type rules from back in the day?

I loved magweb. It was only around for a few years but I used it a lot. The blog post you link has the rules in THE NUGGET Issue 108 but that is not available electronically.

Thanks all! yes, I loved Magweb, I would print rules from Nugget and MWAN on my work printer 20+ years ago. All those hard copies are long gone, though I am afraid.
Going to fiddle with some mechanics. Conceptually I think it is similar in function, if not mechanics, to shock in TFL rules. The more you get shot at / take casualties / experience stress the less effective a unit is.
Going to do some experiments, likely come to naught, but I will post the results here.
