    I ran a WFB 1st edition game at the Crisis convention this weekend.

    I came into WFB at 2nd ed.
    Was 1st ed a skirmish game then?

    Yes and no. WFB1 had rules for formations, but many of the rules examples implied a skirmish setting using individual figures. The roleplaying rules also implied combat based on individuals rather than units.
