I don’t have these rules. If the attacking units seize the contested area they are not tipped. Does that mean they might be able to attack again in the current turn?

VTSA, potentially, yes. You have to pay one ops dice (at least) to activate any unit, if you want to do it for a second time, it then costs you two more ops, a third time costs you three more, etc. So you can do it, but it is expensive!
