I find acrylic texture gel (sold in art shops) very good for naval basing.
Paint the base a dark blue/green (phthalocyanine green is good). I also add the label at this stage.
Cover with the texture gel; it goes on milky but dries clear. Shape gel to make bow wave, waves etc.
Leave to dry, then give a light dry brush with off-white.
