Yes. In effect they scale perfectly with typical 28mm heights.

If they scale well with other 28s then that answers the main thing I wanted to know. Thanks. Still, always good to know what’s meant exactly in any given case when someone says 25mm, 28mm, 30mm, 32mm or 35mm as there’s effectively two parallel, equally well-established traditions of measurement.
(I’m of the “measure to the eyes” school myself – it’s been an established practice much longer than some people think, and generally speaking it is true that headgear tends to obfuscate the top-of-head level more often than it obfuscates the eye level, which is the most compelling argument for measuring to the eyes).
Anyway, I could also see many of these figures as street gang members in a dystopian “punkpunk” sci-fi urban setting, which is the main reason they catch my eye. (Yes, there’s punkpunk now…)

Yes to the eyes in reply. They work well with most things called 28mm. Nice stuff.
