I think it was one of the many things they just kind of did and hoped nobody would notice.
The Chaos army lists in both Slaves To Darkness and The Lost And The Damned were meant to replace the Chaos army list in Warhammer Armies. It was one of the first cases of the game designers increasing the power levels at a similar points cost in list building. Eventually that became the trend we see now, where every new army list released is better than the ones that were published previously, throwing balance out the window and creating a reliance on clever scenario design for an even game.
