Urban City Boards?

For the past few months I’ve been toying with the idea of a 28 skirmish campaign based in and around an as yet unnamed generic fantasy city.  However, while i have loads of fantasy / medieval buildings (Mostly Conflix and Tabletop World) I’m finding it very hard to put together satisfying arrangements that don’t look forced or somehow just wring to the eye.

Can anyone suggest how to make a satisfying urban skirmish map on 3’x3′ board?  Or does anyone have any photos they’d be willing to share?

Yes I have heard that the service is erratic.
