I usually default to 3 figures per stand but I think if I do new 1914 troops, I may make a few of them 2 figures, particularly for Brits to get that “thin khaki line”.

For Shako to Coal scuttle specifically, use whatever number you prefer. At least one guy tested with those 2mm blocks from Irregular.
