As you know or not in 28 / 30mm, some manufacturers offer figurines that represent the Spartans as in the  300 (film).

And for the Persians?

You know a factory that sells figurines of 28 or 30 mm representing the Persian as in this movie ?

Having been mostly successful in expunging that movie from memory, I’m afraid I’ll be of little help. You might take a look at the “Exotic” (read “fantasy”) Persians from Old Glory:

But if (rather vague) memory serves, you could probably find some suitable figures in Crusades-era lines. Or heck,  even Darkest Africa or Samurai!
