Converting Posts to Pages ?

After doing a lot of housekeeping on my blog, I started considering at what point do people convert their posts into actual page content if at all?  Is there a blog etiquette?  Does it make it easier for the casual reader to find information or do people actually like using Tags to navigate for information.

For example is

Downtown Page

better than

Blog Search Tag

I prefer TAGs, as I will for example look at anything 6mm, but would not otherwise look at say ancients or SYW.
So SYW would not get a look in from me, but if you had 6mm SYW I would click the 6mm TAG and go and read it.

Definitely a good idea doing if you have a “how to” type of post that is worth keeping as a tute, something of that nature.
